I think that is a modified Vickers A4E11 bought by the Soviets and modified into a tractoer of some sorts. Definately not a Panzer 1 chassis as there is not enough road wheels as the 1A had 4 and a trailing idler and the 1B had 5 and a raised idler. This one has three and a trailing idler. Very interesting photo.

Looking at it closer, the sprocket looks different than a PZ I as well.

It's a Belgian T13B1 47 mm. SPG.
Available in 1/72 from Retrokit.
In 1/35 you must scratchbuild it.

Sure is. Didn't notice the gun in the picture but after looking at it again it sure is there. Haveing said that, the chassis is still based on the vickers vehicle. Which I used in my original assesment. Thanks for the update. Nifty looking vehicle and that is a great scratchbuilding job.
